4(1)(b)(iii) Procedure followed in the decision making process including channel of supervision and authority

The guidelines for office procedures have been published by the Ministry of External Affairs which encompasses those items of work that are frequently encountered by its officers. Proper adherence to norms and guideline ensures easy retrieval of information, standardization of repetitive items of work and help better serve the clients in other Ministries and departments of the Government and the members of the public. The Ministry also follows the guidelines issued by other Departments, particularly the Cabinet Secretariat ( www.mpa.nic.in ), the Ministry of Parliamentary affairs ( www.mpa.nic.in ) and the Ministry of Personnel, Public Grievances and Pensions ( www.persmin.nic.in ).

The Ministry of External Affairs follows the Procedure indicated in the Manual of Office Procedure for decision-making. The Section Officer proposes Action with the help of staff (Assistant Section Officers, SSA, JSA) posted in his section in accordance with departmental instructions prescribing the level of final disposal and channel of submission for each category of cases. The Section Officer normally submits the file to Under Secretary who in turn submits to Deputy Secretary/ Director. Thereafter the file is submitted to the concerned Joint Secretary/Additional Secretary who submits the file to the Foreign Secretary or Secretary in charge. Final decision making authority in the Ministry of External Affairs is the Minister for External Affairs who is assisted by the Ministers of States.
