GENDER SENSITIVE MIGRATION POLICY

1208. DR. NARENDRA JADHAV:

Will the Minister of External Affairs be pleased to state:-

(a) whether Government has conducted any study regarding the issues of reintegration of return migrants in the society and linkages with development;

(b) whether Government has taken steps to formulate a gender-sensitive migration policy as recommended by the 4th Report of the Standing Committee of External Affairs on Action Taken by Government on the Observations/Recommendations contained in the Twenty-Third Report of 16th Lok Sabha; and

(c) the details of establishment of 24 x 7 women helpline in the missions/posts abroad?

(a) With the aim of making the best of our skilled workforce returning to the country due to the ongoing pandemic, the Government of India launched an initiative SWADES (Skilled Workers Arrival Database for Employment Support) to conduct a skill mapping exercise of the returning citizens under the Vande Bharat Mission (VBM). SWADES is a joint initiative of the Ministry of External Affairs, Ministry of Skill Development & Entrepreneurship and Ministry of Civil Aviation which aims to create a database of qualified citizens based on their skill sets and experience to fulfil demand of Indian and foreign companies. The returning citizens are required to fill up an online SWADES Skill Card, containing details related to the work sector, job title, employment, years of experience. As on 25th January 2021, more than 30,500 citizens have registered for SWADES Skill Card.

For facilitating employment opportunities, details of SWADES registrations have been integrated with Skill India’s ASEEM (Aatmanirbhar Skilled Employee Employer Mapping) portal. Currently, more than 800 employers are registered on ASEEM portal and have posted a combined demand of more than 5 Lakh employees in India.

(b) Yes. In accordance with the observations of the Standing Committee, Government has initiated a number of steps for gender sensitive migration, including generation of country-wise gender disaggregated data of emigrants on eMigrate portal, creating awareness among women migrants through workshops and developing resource material for Pre-Departure Orientation Training.

(c) All Indian Missions/Posts abroad have established 24x7 helplines to assist all Indians in distress including women. Pravasi Bharatiya Sahayata Kendras have been setup at Riyadh, Jeddah, Dubai, and Kuala Lumpur that provide guidance and counseling on all matters pertaining to overseas Indian workers. The online MADAD portal enables the emigrant workers and their family members to register their consular grievances online and track their redressal.
