MOU SIGNED WITH MYANMAR

Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether the Government has recently signed a Memorandum of Understanding (MoU) with Myanmar in various fields and if so, the details thereof and the target fixed thereunder;

(b) the estimated amount involved in the aforesaid MoUs; and

(c) the different sectors of economy involved in these MoUs?

ANSWER

(a) to (c) Yes, 10 Agreements/ MoUs were signed on February 27,2020 during the State Visit of President of Myanmar to India with the aim to further deepen bilateral relations in several sectors. These are as follows;

(i) Four Agreements under the second phase of Rakhine State Development Program, were signed on construction of incinerator, seed storage houses, water supply systems, roads, pre-schools and distribution of electricity by solar power. The Rakhine State Development Program involves financial commitment of US $ 25 million over a period of 5 years.

(ii) Agreement between India and Myanmar regarding Indian Grant Assistance for Implementation of Quick Impact Projects (QIP). This Agreement covers any small project relating to creation of physical infrastructure like roads, local community centres etc and social infrastructure like education, health, sanitation or community development. The capital cost of any such project shall not normally exceed US $ 50,000.

(iii) MoU on Cooperation for Prevention of Trafficking in Persons; Rescue, Recovery, Repatriation and Re-Integration of Victims of Trafficking. No direct financial commitment is involved.

(iv) MoU for Cooperation on Combating Timber Trafficking, and Conservation of Tigers and other Wildlife. Estimated amount involved is around Rs 20 lakhs for training of Myanmar officials in wildlife management in India.

(v) MoU for Cooperation in the field of Petroleum Products. No direct financial commitment is involved.

(vi) MoU on Cooperation in the field of Communications. This MoU covers cooperation in sectors ranging from telecommunications, information and communication technology etc. No direct financial commitment is involved.

(vii) MoU for Cooperation in the field of Health Research. Commitment of funds for holding workshop/meetings and research projects, to be decided from time to time.
