Will the Minister of EXTERNAL AFFAIRS be pleased to state:
(a) the number of citizens of other countries given Indian citizenship after implementation of Citizenship Amendment Act along with the name of the countries;
(b) the name of the countries of which citizens were given dual citizenship;
(c) whether the national security has been threatened due to dual citizenship, if so, the details thereof;
(d) the manner in which security is provided to Indians living abroad;
(e) whether the agreements have been signed with the concerned countries regarding the security of Indians living abroad, if so, the details thereof; and
(f) the number of foreign citizens living illegally in the States of the country along with the names of the States?

(a) to (f) The Citizenship (Amendment) Act, 2019 (CAA) aims to facilitate grant of citizenship to migrants belonging to Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities from Afghanistan, Pakistan and Bangladesh and have entered India on or before 31/12/2014 and who have been exempted from the penal provisions of the Foreigners Act, 1946 and the Passport (Entry into India) Act, 1920 and the Rules/orders made thereunder by amending the Passport (Entry into India) Rules 1950 and the Foreigners Order, 1948 vide notifications dated 07.09.2015 and 18.07.2016. The CAA has come into force on 10.01.2020 and persons covered by this Amendment Act can submit applications for grant of Indian citizenship after appropriate Rules are notified by the Central Government.
Dual Citizenship is not permitted as per the provisions of Article 9 of the Constitution of India read with Section 9 of the Citizenship Act, 1955.
The Government accords highest priority to safety, security and well-being of Indian citizens abroad. Our Missions and Posts abroad remain vigilant, and closely monitor and actively follow up grievances of Indians with the authorities concerned in foreign countries. The e-Migrate portal, Pre-Departure Orientation Training Programme, MADAD portal, Indian Community Welfare Fund, etc. are important mechanisms in this regard. Grievances are also registered and responded through various channels like calls, walk-in, e-mails, Twitter, Whatsapp, 24 x 7 Helpline and other Social Media accounts of Missions/Posts.
As illegal migrants try to enter into the country in clandestine and surreptitious manner, there is no accurate estimate of the total number of such illegal infiltrators. Detection, detention and deportation of such illegal infiltrators is a continuous process which is taken up by local police authorities & Bureau of Immigration.
