MISBEHAVIOUR WITH EMBASSY STAFF

Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether the Government has taken note of the cases of alleged misbehaviour with the employees/officers of Indian Embassy by Pakistan authority during the last three years and the current year;

(b) if so, the details thereof;

(c) whether the Government has raised this issue on global platforms; and

(d) if so, the details thereof?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS

(a) to (d) Government has, from time to time, taken up the incidents of harassment, aggressive surveillance and intimidation of the officials of the Indian High Commission in Islamabad with the Government of Pakistan. The Pakistan side has been asked to ensure the safety and security of our diplomatic Mission and its officials.

Government has emphasized that respective diplomatic Missions of the two countries should be allowed to function normally in keeping with the Vienna Convention on Diplomatic Relations, 1961 as also the bilateral Code of Conduct for treatment of Diplomatic/Consular personnel in India and Pakistan that was signed in 1992 and reaffirmed by both sides in March 2018. The implementation of this understanding is regularly followed up through diplomatic channels.
