Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether Pakistan has opened ‘Kashmir Cells’ in its Embassies and High Commissions across the world;

(b) if so, the details thereof;

(c) whether these Kashmir Cells incites the local population to act against India;

(d) if so, the details thereof;

(e) whether India has urged the respective countries to take action against these cells; and

(f) if so, the details thereof and if not, the reasons therefor?

(a) to (f) On 17 August 2019, Pakistan Foreign Minister announced a decision to establish ‘Kashmir cell/desks’ in Pakistan’s Foreign Office and Missions abroad.

The main objective of these cells/desks is to incite local populations and to radicalise them through false propaganda.

Government has urged other countries to realise the dangers posed by the so-called ‘Kashmir cells’ which openly incite violence and to take appropriate action against such "cells” operating from their soil.
